Paul Miller is serving his first term in the Albany County Legislature representing the 32nd Legislative District. The district is located in the Eastern portion of the Town of Guilderland. Paul is a lifelong resident of the neighborhoods he represents.

Protecting the health of county residents is extremely important to Paul. Since taking office, Paul has been the prime sponsor of legislation that increased the age for tobacco sales in Albany County to 21. Albany County was the leader in upstate New York in adopting this legislation that has since been duplicated in other New York State counties including Schenectady. He was also the prime sponsor on legislation to make Lawson Lake, Ann Lee Pond and the Rail Trail smoke and nicotine free. In addition, he was the prime sponsor of legislation to prohibit tobacco sales in pharmacies and stores containing pharmacies including Walmarts, Hannafords, Price Choppers and Shoprites. All three of these are currently in effect in Albany County to help reduce the number of people who start smoking and the impact of second hand smoke on non-smokers.

Paul is a graduate of Guilderland High School and the State University of New York at Albany with a degree in Public Accounting.

He is retired from the New York State Department of Labor where he worked for 34 years in various Civil Service Accounting/Auditing positions. While working for the Department of Labor, Paul served on the Executive Committee of a national group that developed a new accounting system for Departments of Labor nationwide. The members of this group were awarded the Computer Smithsonian Award for Collaboration and Innovation. Paul is a retiree member of the Public Employees federation (PEF).

Paul has also received other honors including a Tobacco Free Champion Award from the Capital District Tobacco-Free Communities organization, the DeWitt Clinton Award from the Noah Lodge #754, Man of the Year from the Blanchard Post of the American Legion, and Brotherhood member of the Order of the Arrow Boy Scouts of America.

Paul has served his community in many ways: He has been a volunteer with the North Bethlehem Fire Department since age 15 having served for over 50 years as an active interior qualified firefighter. He is a current Board of Directors member of the Fire Department as well as past Chief Commissioner and Treasurer of the Fire District. Paul is also a member of many firefighter organizations including the Guilderland Fire Chiefs Association, Albany County Volunteer Firefighter Association, Albany County Fire Police Association, NYS Association of Fire Chiefs, FASNY and is currently the President of the Guilderland Town-Wide Firefighters Scholarship Committee. He has also served as a volunteer with the Western Turnpike Rescue Squad. He is an Eagle Scout, Adult leader with Troop 2 in Albany and has served in the past as Scoutmaster of Troop 24 in Guilderland. He is a member of the McKownville improvement Association. Paul volunteers weekly at the Sister Maureen Joyce Soup Kitchen. Paul and his wife Ellen volunteer at the Captain John McKenna IV Military Courtesy room at the Albany International Airport.

Paul and his wife, Ellen, have four children, eight grandchildren and one great-grandchild.
