Richard J. Lyons, Executive Director
In 1965 the New York State Legislature passed Chapter 176, "The Pure Waters Bond Act," which provided construction grants of 30 percent for the construction costs of sewage collection and treatment facilities with an additional 40 percent grant from the Federal Government through the 1967 Federal Water Pollution Control Act. The need for such legislation to provide secondary treatment of wastewater was evident since our rivers, streams and lakes had become severely polluted. Once these facilities came on line, water quality improved dramatically through the United States and at an affordable cost to local communities.
A science fair was held at the Milton Terrace Primary School in Ballston Spa. Sewer District Executive Director Rich Lyons was there to provide a wastewater treatment demonstration for the school's K–5 students.
